9:31. to establish these days of Purim in their proper times, just as Mordecai the Jew and Queen Esther had established, and just as they had established both for themselves and their descendants, matters pertaining to fasting and lamentation.

9:31. These letters established the Festival of Purim-- an annual celebration of these days at the appointed time, decreed by both Mordecai the Jew and Queen Esther. (The people decided to observe this festival, just as they had decided for themselves and their descendants to establish the times of fasting and mourning.)

9:31. to confirm these days of Purim in their appointed times, according as Mordecai the Jew and Esther the queen had enjoined them, and as they had ordained for themselves and for their seed, in the matter of the fastings and their cry.

9:31. that these days of Purim should be observed at their appointed seasons, as Mordecai the Jew and Queen Esther obligated them, and as they had obligated themselves and their offspring, with regard to their fasts and their lamenting.

9:31. To confirm these days of Purim in their times [appointed,] according as Mordecai the Jew and Esther the queen had enjoined them, and as they had decreed for themselves and for their seed, the matters of the fastings and their cry.

9:31. that these days of Purim should be observed at their appointed seasons, as Mordecai the Jew and Queen Esther enjoined upon the Jews, and as they had laid down for themselves and for their descendants, with regard to their fasts and their lamenting.

Mordecai the Jew and Queen Esther had sent out the command for the Jews to establish this two-day festival for themselves and their descendants. They will remember this festivals just as they remember the other festivals when they fast and cry about the bad things that had happened.
