41:27. I first decreed to Zion, 'Look, here's what will happen!' I sent a herald to Jerusalem.

41:27. I was the first to tell Zion, 'Look! Help is on the way!' I will send Jerusalem a messenger with good news.

41:27. I am the first that saith unto Zion, Behold, behold them; and I will give to Jerusalem one that bringeth good tidings.
