21. ഇവർ എന്തുചെയ്‍വാൻ വന്നിരിക്കുന്നു എന്നു ഞാൻ ചോദിച്ചതിന്നു അവൻ: ആരും തല ഉയർത്താതവണ്ണം യെഹൂദയെ ചിതറിച്ചുകളഞ്ഞ കൊമ്പുകളാകുന്നു അവ; ഇവരോ യെഹൂദാദേശത്തെ ചിതറിച്ചുകളയേണ്ടതിന്നു കൊമ്പുയർത്തിയ ജാതികളുടെ കൊമ്പുകളെ തള്ളിയിട്ടു അവരെ പേടിപ്പിപ്പാൻ വന്നിരിക്കുന്നു എന്നു പറഞ്ഞു.

21. Then said I, What come these to do? And he spake, saying, These [are] the horns which have scattered Judah, so that no man did lift up his head: but these are come to fray them, to cast out the horns of the Gentiles, which lifted up [their] horn over the land of Judah to scatter it.

The horns 'threw' the people of Judah to the foreign countries. The horns didn't show mercy to anyone. But these four workers have come to frighten the horns and throw them away."
